Bug description:  make install fails with pear in a directory

Fi, all the PHP people, and thank's for a great job, I'm building rpms for
Redhat 8.0 of php-4.3.0 and httpd-2.0.40 from redhat packages, my
configure script looks like this

and is failing with this error

it s appear to be a problem in the pear install, or something that is
giving those warnings and error.
