BACKWARDLY COMPATIBLE, PEOPLE. DON'T CHANGE SOMETHING, UNLESS IT'S AN IMPROVEMENT. Yes, I know you can set the timezone setting in php.ini, BUT NOT EVERY USER IS A SYSADMIN. GET A LIFE.
