We can't really help unless you supply us with a self-contained script that illustrates the problem. When I try to dump a rules list, which consists of more then approx. 80 rules ( 1 Rule = 2 strings of about 20 and 3 chars ), the PHP script dies and waits forever. The same problem when I do a players dump and there are more than 16 players on a server.
