Considering safe_mode is gonna be removed in future, adding more

SAFE_MODE totaly bad IDEA.

The only way i see, is creating

exec_dir parametr working in NON safe mode (bug #26026).

if open_base_dir also set's correctly - "allowed uid's" not needed at
all. And most users will forgot SAFE_MODE.

hi

it would be nice if I there were a safe_mode_allowed_uids config
option,

that you can access files owned by this uids always even if they aren't
owned

by the user running php.

this would be good for those who want to use safe_mode, mod_php and
file_uploads.
