Bug description: strcoll doesn't work
due to strcoll() was enabled in php 4.2.3 it doesn't works on my windows

$tomb=array("alma","ban�n","banan","b�nan","BAN�N","B�N�N","bAnan","B�Nan","hami","Banyeksr�c","b�N�n","bynek");
usort($tomb, create_function('$a,$b','return
strcoll(strtoupper($a),strtoupper($b));'));
--
gives:
tomb[2] = bAnan
tomb[3] = Banyeksr�c
tomb[4] = BAN�N
but '�' is before than 'y'
this script works on linux...
