Bug description:Assigning a value inside a foreach leads to change a variable
out of scope

I'm not sure if it's the right behavior, but seems that PHP doing it wrong,
see the test script.
Test script:

$v = array();
$data = array('v1' => '0');
foreach($data as $k => &$v)
;
foreach(array('v2' => '1') as $k => $v)
;
var_dump($data);
Expected result:
----------------
array(1) {
["v1"]=>
&string(1) "0"
}
Actual result:
--------------
array(1) {
["v1"]=>
&string(1) "1"
}
