Bug description:  max_execution_time ignored when waiting for open socket read

When PHP is waiting for a socket read the max_exection_time parameter is
ignored. I was trying to use PHP scripts to monitor server response times
but when there is a problem the script does not kill itself. 

It does not matter how I specify the max_execution_time. For instance like
this:
php4 -d max_execution_time 5

This behaviour was already in all previous versions I used.
