Option LIBXML_NOEMPTYTAG is ignored for SimpleXMLElement::__construct() and
simplexml_load_string()
Probably, for simplexml_load_file() also.
Test script:

LIBXML_NOEMPTYTAG);
$xml->saveXML();
Expected result:
