Always returns -1 on Windows 7 64bit. Tried on 5.4 and 5.4.3. It worked a
couple
of months ago, perhaps some Win7 update changed something.

I can confirm that PHP 5.4.3 (cli) (built: May 8 2012 00:23:27) suffers from
the same bug.
