I agree with your arguments, my one and only concern was to avoid upcoming bug reports about openssl.cnf refered in the docs, because it is not seen as openssl.conf. But forget it, it seems not to be worth to pay attention to. I don't know how the openssl.cnf is bundeld and my suggestion was _not_ to make PHP search for an opennsl.txt or whatever extension to openssl config file. I was just asking, if it would be possible to rename the shipping openssl.cnf for the reason of easier editing for windows user.
