Apache 2's filters are basically broken. This is not going to be fixed anytime soon. Nobody is working on it and I doubt anybody will until someone sits down and rewrites the Apache2 filter API from scratch. Perhaps in Apache 2.2. It seems as though several months have passed without resolution of this seemingly critical error.
