This bug only applies to files larger than about 2K, smaller files arrive on the server unaffected. When the file is of a certain size, the file is filled with sets of duplicate data. This happens regardless of file type. Due to the fact that smaller files are unaffected, this bug is not always initially noticed. This bug occurred for me in a clean install of Redhat 8 using Apache 2 and PHP 4.2.3.
