Bug description:  PHP 5 : Windows build needs a MySQL DLL

Description:

The Windows distribution of PHP 5 doesn't include a DLL for either
ext/mysql or ext/mysqli support.  Users must compile their own PHP on
Windows to gain this support.

This is a request to make these DLL's available.
