When setting open_basedir in the <VirtualHost> areas (and maybe other
areas too) in the Apache config file the following bug seems to
appear:

>From the doc: >> When you want to restrict access to only the specified
directory, end with a slash. For example: "open_basedir = /dir/incl/"

Instead of restricting access to the specified directory, there will
still be access to files which names are beginning with "incl" (like
"includes.txt" etc.).
