It is *not* a configuration problem, the webserver and php are
configured properly and I am sure about that. I would like to know what
test platform you are using? I request that you test the following case
yourself:
- Pentium 3/4 class machine with 256 MB RAM
- Frameset containing 3 php pages, each performs a simple SELECT from a
mySQL database

Please, ask these support questions elsewhere.
PHP as CGI works perfectly fine under IIS as long as both have been
configured correctly. (I tested this myself..)

I tried changing both cgi.* and IIS related settigs in the php.ini but
the problem remained there.

Check your cgi.* php.ini settings. Tuning those (set to opposite what
they are set right now) might help.
And for the record: I can not reproduce this.

The problem disappears totally if we use Apache, but some people just
don't like running two webservers on a machine at a time.

Try with Apache 1.3.29.
