Bug description: date() does not operate correctly if timezone is changed after
compilation
Description:

The date() function does not operate correctly if the timezone is changed
after compilation without recompiling PHP. I verified this by echo
date(":T:Z"); and running date at the prompt. The prompt said EST and the
php script said PST. This is clearly wrong. Recompiling seems to help.
