make sure to give read and execution access to the file involved in the
sapi process. i.e. php.exe php4isapi.dll and php4ts.dll. hth

I had the same problem. Every PHP-srcipt just gave me that -2147467259
(0x80004005) output and the IIS-service crashed. I changed the IIS
access-mode from 'anonymous access' to 'integrated athentification' and
voila, everything worked fine...
After a while now the anonyouse modus works, too - BUT I DON'T KNOW
WHY?
