Calling setlocale() in an included file doesn't change the format of
strftime().

Short Testcase:



foo1.php

echo setlocale (LC_ALL, array('de_DE', '[EMAIL PROTECTED]', 'de', 'ge',
'german');

strftime("%A, %d.%B.");

Output: German_Germany.1252
