Bug description: Getting a position (using {}) of a float returns NULL
Description:

When getting an index position from a float, PHP returns NULL.
Reproduce code:

<?php
$number = 1.2;
echo $number{0};
?>
Expected result:
----------------
should return a string value containing "1"
Actual result:
--------------
returns NULL
