Bug description:  XML phrase doesn't support Chinese

Description:

When i tried to install Chinese vBulletin at PHP 5 RC2 i find that the xml
function seems doesn't support Chinese chars. all chinese chars become
"?". but it works at PHP 4. so i belive it's a bug of xml lib.
