With the given ini file:
0=Test 1
1=Test 2!
2=Test 3
The parsing of the file stops at the ! sign.
When 1 is Test ! 2, only Test will be assigned to element 1.
Reproduce code:

print_r($values);
?>
Expected result:
----------------
Array ( [0] => Test 1 [1] => Test 2 [2] => Test 3 )
Actual result:
