I found a solution to this problem!

I'm running W2k with IIS5 and PHP 4.1.1.

The mail function has the following parameters,
mail($mail_to, $mail_subject, $mail_body, $mail_headers);

Just add date("r") to the header like:
$mail_headers .= "\nDate: " . date("r");

And the email header will have the correct date!
