I've compiled with --with-bz2
(and I'm using the snaps.php.net for windows)

You must build with --with-bz2, not --with-bzip2

I know this may sound strange, but I can replicate this problem on my
two machines (windows & linux) using latest HEAD.

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

This bug was fixed in CVS. I absolutely cannot replicate the probem.
