I was able to reproduce the bug with a clean install of the os and the
httpd from an rpm.

Everythin was gotten from up2date except the libxml2 and libxslt-devel
and mysql 4.1-devel

might this happen if the xml2 library is too new for redhat 9?
I had libxml2-2.6.16-1.i386.rpm

not sure why you are mentioning that - 
note the code below
make install 2> ../make_install_php_errors.txt

libphp5.so is 'generated' by 'make install'.
