Propably some tools here are needed too: http://www.apache.org/~trawick/apache-2-on-zos.html I think you might have to run buildconf + libtoolize -c -f with those tools to get it working.. I've never used or even seen z/OS and I don't have access to any such beast so you're pretty much on your own.
