last i checked php5ts is part of php not PECL and the error is clearly
in php5ts

please show where you found this bug elsewhere then... I looked and
found this specific bug nowhere, I found issues related to PECL and
php5ts.dll, but none that describe this problem

No, it's bug in PECL'd Java/Servlet stuff. Not PHP bug -> bogus. (I
suggest you do a search on the bug database, you're not first one
reporting this either)

This is not a bogus report, its completely valid and the bug and not an
error in PECL it's an error in php5ts.dll
