Bug description:  new DOMDocument('1.0', 'iso-8859-1'); fails: "expects 
parameter 2 to be long"

Description:

$XML = new DOMDocument('1.0', 'iso-8859-1');
produces a warning:
"Warning:  domdocument() expects parameter 2 to be long, string given"

Expected result:
----------------
DOMDocument() should accept strings as second argument, as stated in the
docs:
