Never mind my previous comment about apxs not in configure...

 It does seem to do the  check....

checking for Apache 2.0 handler-module support via DSO through APXS...

When I configure with --with-apxs and point it to the apache1.33 this
check is done....

checking for chosen SAPI module... apache


  which is not done with apxs2.....
