Bug description: PHP failing to instantiate COM object

PHP 4.3.10 is failing to instantiate COM objects for me.
I am trying to instantiate the Microsoft XML parser but it is silently
failing.
When I try it with PHP 4.3.8, it works perfectly.
I am running Windows 2000 server with Apache 1.3.31 and
PHP 4.3.10
Reproduce code:

$xml_obj = new COM("Msxml2.DOMDocument.4.0")or die("Could not instantiate
MSXML parser");
Actual result:

I get an error saying page failed to load.
