This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

Quite true... But it would still be nice to bundle an up-to-date

Meanwhile, you are free to build against any version of libsqlite you
choose by passing the install prefix to configure.

The bundled PDO SQLite driver is 3.13, as
reported by: 

PDO::getAttribute(PDO_ATTR_SERVER_VERSION); 

There have been a number of critical bugs fixed
upstream since this release.  See http://www.sqlite.org/

I don't see any reason not to upgrade to the latest
upstream release: 3.2.2 as of now...
