Bug description:  Some tests don't work on windows

Description:

Some tests don't work on windows because of the new line chars.

Here is a patch to fix them:

It also fixes some date tests when the TZ var is set, and some tests after
Ilia's commit (yesterday) that changed an E_STRICT to E_NOTICE.
