Hi all,

Since I started to write a script that uses image caching I wanted to
make it safe. On *nix we can use chmod to give it 644 rights. On
windows that function seems to exist too (php3 and 4 I've been told
both return 1 with the function_exists()).  Therefor I have to check
the env. vars. Now both $OS and $OSTYPE seems to exist.

I would like to suggest to get the *nix specific functions out of the
windows version.
