Bug description:  Compilation error on iconv

Description:

Cant compile without linking with the system libiconv. It just works when
I use the "--with-iconv-dir=DIR      XMLRPC-EPI: iconv dir for
XMLRPC-EPI." option to set the system libiconv. May a configure script
error?
