Bug description:  mod_php4 holds a read lock on /etc/krb5.keytab

Description:
------------
just loading mod_php4 into apache2 makes other apps that write the
/etc/krb5.keytab hang. 
This is also reported as redhat bug 114453
Shut down httpd and those apps go fine. Comment out the loadmodule line
and they run fine too


Reproduce code:

run apache 2 with php_mod4
use ktutil to remove an entry for /etc/krb5.keytab - it will hang
