To clarify my comment a little more. I was able to compile PHP 5.0.5 with ming. The problem started for me when I tried to compile the 5.1.1 release. I didn't try 5.1.0. I didn't have this problem with previous builds of PHP. I tried the build sniper posted on Nov 28 and the problem was still present with that build.
