Using internal links in PHP page results in addition of #link with TITLE
of page.
Reproduce code:

<a name="flag">Manufacturing cell</a>
<form method="POST" action="<?$_SERVER['PHP_SELF']?>#flag">
OR
echo "<a href='".$_SERVER['PHP_SELF']."?page=1#flag'>
both are causing same result.
Expected result:

Title of the page:
"MY PORTFOLIO - Microsoft Internet Explorer"
Actual result:
