Let me clarify, Downloading and expanding the "Many HTML files (tar.gz)" documentation tarball results in a folder called "html". However, the default "manual document root" in php.ini is "phpmanual". This is confusing. Also it isn't stated anywhere that for the documentation links in the error messages, the "Many HTML files" version of the documentation must be installed. Also, it wasn't immediately clear if the "manual document root" in php.ini should point to the manual files' parent folder or the parent-parent folder.
