Windows Firewall is disabled. Any firewall is disabled.
And "telnet domain 80" connects to host successfuly.
I tryied to connect to localhost.
The error still keep occuiring.

Disable windows firewall and make sure you are able to connect to this
host with `telnet host.com 80`.

I use: $f = fopen($url, 'r');

On PHP 5.1.1 this error occuires too.
