command date("h:m:s") returns same minute over and over again. The
hours changes right but minutes seems to just show 04. Same problem
occures on PHP 4.4.0 on Linux.
Reproduce code:

date ("h:m:s");
Expected result:
----------------
correct time :)
Actual result:
