Bug description:  php5apache2.dll not in distro

Description:

I have searched the entire 5.14 distro file set and cannot find ANY of the
DLL files. The PHP5APACHE2.DLL file is supposed to be in the SAPI folder,
but is not there. If this is not the proper place to report this problem,
what is?
