In according to Bug #37448 "FastCGI Error: Server too busy Server " it´s not possible to upgrade for newest version using fastcgi on Windows. The PHP server create one session file for each .php file that is accessed by the Broswer, not allowing the use of sessions. The Broswe Client is IE and by default is using Kerberos authentication AUTH_TYPE = Negotiate. The problem of not complience hostname that create this same problem was not considerated because the hostname doesn´t contain invalid charatcers.
