Why don't you migrate on some working OS?

I can't reproduce it on AIX 5.1, which basically means I can't help
you.
Try to find out what is the data struct used by crypt_r() and why it
cannot be detected by PHP_CRYPT_R_STYLE() macro in acinclude.m4.
