You're changing wrong php.ini. The correct one you can find at the top of phpinfo(). I have modified php.ini and restarted my IIS several times but session is still saved to "C:\Documents and Settings\user\Local Settings\Temp\PHP\session". I looked at php.ini and there is no reference to this directory.
