This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

Didn't see this in my testing, but corrected as stated above.

This problem is not in 5.2.1

It means you've misconfigured IIS since 404 Not Found is clearly not
PHP problem.
