Bug description:  mysql ignored on php CLI commandline

Description:

When trying to run php from commandline SSH, it is not able to find the
mysql module. Which is compiled into PHP (-with-mysql). Also with directing
it to the right PHP.INI file it will not load. The only way to get it to
work is to use mysql.so in your scripts.

Reproduce code:

php --rf mysql_connect();

php -m

Expected result:
----------------
php -m should contain mysql

Actual result:
--------------
no mysql module loaded
