Ah. I see.

Previous commit made by Derick is bogus :)
The -c option does not make tests depend on php.ini-dest.
Only php executable running run-tests.php use it.

Therefore, tests scripts are _not_ depended on php.ini-dest.
i.e. actual test script is using whatever php.ini users
are using.

See run-tests.php

BTW, are you guys ever tried to use php.ini-recommended
as your default?
