The process is more:
- add extension to PECL
- develop it there, make it stable
- contact internals@ and figure out if there is a concesus of adding it

For now, it's definitely not stable, and there is no censensus either. 
Shall I move them from ext/ to PECL (on the CVS box, unless you prefer 
deleting and readding it to PECL)?
