Please don't do this. This should be an extra pointer that people *need*
to set the correct identifier in their configuration.
I expect run-tests.php to work with any php.ini settings values, including
empty/no settings.
There is no sense to point me (or other people running `make test`) that
date.timezone is not set - this is not the goal of `make test`.
