Is ext/oci8 a symlinked pecl extension..? :)
So the confusion on my part was just that I didn't know this fact.
(yet another reason why the symlinking in repository is bad..)

Are you sure you committed in right module now?
I'm guessing you were supposed to do this in pecl/ ??
Otherwise I don't understand why you created another branch in php-
