to be more specific: If we do not want to delay 5.4 any further (and I think we should not delay it any longer after this RC). We should simply stop any kind of commits after it, to follow the golden release rule. Only very critical security issues should be allowed, after approvals.
It is also easy to release 5.4.1 shortly after final.
